Proposal

Backed by Community Residents and Leaders, Campus District, Inc. Releases Plan to Reconnect Cleveland through Innerbelt Cap Connector Project 

 WHY: Campus District, Inc., a non-profit, community development organization that serves the eastern edge of Cleveland’s Downtown, is seeking to reconnect Cleveland’s Central communities with the city’s central business district through the facilitation of an Innerbelt cap connector project.  This plan would also see the demolition of the former Cuyahoga County Juvenile Court Building & Detention Center, which has become a stark symbol of past injustice within the community. 

The project seeks to capitalize on ODOT’s planned Innerbelt redevelopment by finally removing the blighted former juvenile court building.  This demolition will allow ODOT to save upwards of $13 million, since it will not have to finance a costly deck to reroute the road around the site.   

If selected by the county, Campus District’s plan will provide a safer, cheaper alternative that allows for connection into the central business district and across Cleveland State University, St. Vincent Charity Medical Center, and Cuyahoga Community College Campuses, and a greenspace that is lacking in the neighborhood. 

WHEN: Cuyahoga County officially opened bids for the former Cuyahoga County Juvenile Court Building & Detention Center at 11:00 a.m. on Wednesday, June 15th, 2022. 

 WHERE: The former Cuyahoga County Juvenile Court Building & Detention Center is located next to the I-90 Innerbelt on East 22nd Street between Cedar and Central avenues. 

 WHO: Campus District’s proposal to Cuyahoga County has gained the backing of numerous community neighbors and leaders, garnering letters of support from Central neighborhood residents, Councilman Starr, Councilwoman Howse, Cleveland Neighborhood Progress, Cuyahoga County Metropolitan Housing Authority, Friendly Inn, Greater Cleveland Partnership, Joseph’s Home, Men & Women of Central, Sisters of Charity Health System, and dozens of others.
